Add support for bulk carry forward (series data entry) in Record Sets

The new bulk carry forward functionality only functions on the regular data entry form, not within a record set.

It should be possible to use the bulk carry forward feature in a record set.

We'll need to resolve:

• RS title being generated based on the items in the series
• Ability to create a new record set from within an existing one
