"Loading/Refresh" UI Request for Stats Initial Load and Permission Migrations #3300

When requesting that Stats refresh, the count gets replaced by the word 'Loading....', this makes the longer field titles become multi line strings. As a result, it looks like a new child is added and deleted during the refresh. Especially when working on a faster network where this happens quickly.
Describe the solution you'd like
Longer title should be the same as before and after loading. It should not become a multi line string, rather in such scenarios 'loading' should not affect the title.
Describe alternatives you've considered
Alternatively just illustrate loading without changing the title. Like adding a grey box on top. Or replacing the number with a circular loading bar.
