Support hot reloading of formatters and other resources

While there is now a feature to clean formatters cache, it still requires a page reload. See #1977 (comment)

Likely not too difficult to implement, but likely of limited utility.

This feature will fix the formatter previews for recursive formatters. See #805 (comment)
