Fix Tauri integration

Currently it seems to be broken with the latest release.

I think I might have forgotten to publish the updated JS bindings for the new command-based backend.

The new logic in packages/tauri/src/next.ts needs to be used in packages/tauri/src/index.ts which is the existing TauriTransport. The next.ts file is the stuff for the new client so it should stay alongside the older client until we are ready to launch the new client.

So am I not allowed to use tauri-plugin-rspc with @rspc/tauri even though I have used ProceduresLegacy

api does not adapt to plugin:rspc:transport or handle_rpc.
