Updated DSCOVR load routines to allow loading NOAA data sets that aren't yet available at SPDF

Takuya Hara has developed some updated IDL load routines for DSCOVR, that allow access to some NOAA data sets that aren't yet available from SPDF. Once they're committed and tested, we should port the changes to SPEDAS as well.
