Windows support: running SPIRE as a Windows service is not possible inside a Windows container

There is currently a limitation in the svc.IsWindowsService() function that prevents it to work properly when running inside a Windows container (golang/go#56335).

This issue prevents SPIRE to run as a Windows service when running inside a Windows container.
