Move the documentation about JSON format to Spine-Database-API

spine_db_editor/importing_and_exporting_data.rst contains an outdated specification of the JSON export format, essentially the output of the export_functions module in spinedb_api. The JSON specification should be incorporated into spinedb_api documentation where it fits better.
