Consider changing varuint compact for a faster version #132
Description
On some deser profiles ReadVaruintCompact shows as a sizable portion of decoding time. Consider a different format that can work faster. Can we use SIMD-assisted version?
Need to decide on this before declaring the format stable since it may require changing the varuint encoding.
