Adjust Slack display as needed

If a Slack outage occurs, ensure we are displaying status, etc. appropriately. Open questions:

1. Is active mapping to major enough?
2. Should we link to an actual incident page rather than the main Slack status page?
3. How to handle / display multi-service issues?
