Push Notifications

It would be useful to:

• Post in a Slack channel when a ticket is created or resolved.
• Notify a user when they have been assigned to a ticket by somebody else

Users would be notified over:

• Slack
• Discord?
• Pushover
• SMS

Maybe use the unified twilio APIs?
