New mechanism for maturity level review

Following STAC meetup, we discussed about a new "protocol" for updating the maturity levels based on extensions stakeholders pushing a PR with references to collections using the extension.

Then, a crawler in the CI would check the target and the usage of the extension (i.e. validation) and would update automatically the maturity level based on the number of valid references.
