PRIORITY ISSUE TREE

I'm trying something new. I'm going to group relatively high priority issues in feature/product categories here.

Personally, I like trees better than spreadsheets, todo lists, and kabana boards or whatever the duck other people use.

Issues, along with prs, are fundamental "particles" of our workflow here, so it makes more sense to me to just create relationships between familiar particle types than introduce new particle types.
