[Story]: exportable / importable configuration via .codegaterc file

Description

Support configuration via file for CodeGate.

There is an rc-files (run commands) format which is supported by many tools and libraries (e.g. bashrc, zshrc, npmrc, eslintrc and many others).

It would be super handy to have .codegaterc files support. Pros to that:

• configuration could be exported / imported
• configuration could be committed into repository (gitops) and shared across the team
• configuration could be automatically applied when file changes
• it could be handy to share rc file to debug issues
