Package runtime information via ORAS

The proposal is to use ORAS to package the runtime information for the MCP servers and use that automatically run the server with the right configuration.

Initially, we'd package exactly what we're setting up in the registry with potential enhancements based on feedback.

This would have a dedicated tag that would be discovered by the thv tool.
