Streamline the runtime types for Docker and Podman

We use the same API for both Docker and Podman so it doesn't make sense to separate them. It would be great to refactor the code and streamline these two into a single configurable implementation.

Details:

• Note things that should be configurable and are different are the base paths for their sockets.

Something from myself too. I've noticed that symlink weirdness can happen. /var/run/docker.sock points to podman if podman is installed. However when podman is turned off, it still points to podman. So users have to update, or we have to build some logic into toolhive( which we do atm I think) to look in the users home directory for the paths that the symlink is supposed to look at.
