Expose request counters to the client.

Trusty API expose the following counters as headers, but they're not currently available to the library user
```
x-ratelimit-limit: 480, 480;w=3600
x-ratelimit-remaining: 479
x-ratelimit-reset: 2879
```

Make them available as part of an envelope-type around actual results.
