[Feature request] add support for promote rollout

In some apps we need promote the rollout because it has pause in the canary steps.
It would be great have an option to promote automatically after the new rollout is created.

Suggestion:

add an annotation like:
reloader.stakater.com/rollout-auto-promote: "true"
