Expose built-in constraint transforms as _jacobian functions

Follow on to #1435.

The functions in stan Math have names we may not want to expose to the user, like [`lub_constrain`](https://github.com/stan-dev/math/blob/develop/stan/math/prim/constraint/lub_constrain.hpp#L394-L395), but otherwise should have the appropriate signatures?
