Skip Claude Code Review on Copilot-authored PRs to prevent weekly-review CI failures

The weekly repo review automation opens Copilot-authored PRs, and those PRs were triggering Claude Code Review runs that consistently failed due to repository write-access constraints in the action token flow. This change scopes the review workflow so it runs for human-authored PRs while avoiding the known failing Copilot path.

• What changed

  • Added a job-level guard in .github/workflows/claude-code-review.yml:
    • if: github.event.pull_request.user.login != 'Copilot'
  • No other workflow behavior was changed.

• Behavioral impact

  • Claude Code Review continues to run on regular PRs.
  • Copilot-generated weekly-review PRs no longer trigger this workflow, eliminating the repeated unauthorized-run failures.
