[BUG]: Empty Modal Obstructing Terms of Service After Sign-up

Describe the bug
After signing up, an empty modal window appears that overlays and partially blocks the Terms of Service dialog. The modal only contains a "Close" button with no visible content, making it unclear why it was triggered.

To Reproduce

1. Go to the website.
2. Sign up with a new account.
3. Observe that immediately after sign-up, a white modal pops up over the Terms of Service.
4. The modal contains only a "Close" button and no message or title.

Issue #374 - Empty Modal Bug: Wrong Repository

After investigating this issue, I believe this bug report is for the production website (https://storm.genie.stanford.edu/) rather than the code in this repository.

Why this issue doesn't belong here:

1. Different Codebases:

   • This repository contains a local Streamlit demo (frontend/demo_light/) with no authentication
   • The bug describes a production website with sign-up functionality and Terms of Service modal

2. Missing Features:

   • The local demo has no sign-up/authentication system
   • No Terms of Service modal implementation
   • No user account management

3. Production vs Demo:

   • The live website at storm.genie.stanford.edu is hosted separately
   • This repository contains the open-source library and a minimal local demo

What you should do:

1. Contact the development team directly:

2. Provide details about:

   • Browser console errors during sign-up
   • Screenshots of the empty modal
   • Your browser/device information

3. Ask about:

   • Where the production website code is maintained
   • If there's a separate repository for the web frontend

Consider adding a note in the README or issue template clarifying that:

• This repo is for the STORM library and local demo
• Production website issues should be reported through different channels
