[Kirkstone] gcc bug for riscv-64

Hi, 

There are gcc bug for riscv-64 which occur compile error. 

There are upstream patch for gcc 13 would be no issue for scarthgap but kirkstone.

I can mitigate it by linking libatomic for each packages. I think you prefer provide patch for gcc.
