update kvakk-git-tools version (#452)

* update kvakk-git-tools version

this fixes the 'unknown import pkg_requirements'
error in the downstream dependency we get in the
dapla lab docker images when building for py 3.12

* cut new release

* bump urllib to v2.2.2

to fix vuln

* update poetry version

* update ssb-project template

now works with python v3.12
