Don't discard votes with insufficient balance #51
Description
Instead of discarding votes from accounts with an insufficient SNT balance, we should use min(voteSNTAmount, voterBalance). This will ensure that the voting power of the SNT held by an account is utilized, even if some of the SNT has been spent in the meantime.
