As a Community owner or user, I want to see a prompt on my community page telling me about how I can make my community visible so that I’m made aware of how to do so.

Inside communities owned by the user.

Acceptance Criteria

• The design appears on communities owned by the users and ONLY in those communities.
• The "initiate the vote" button must work and open the proper link for the user.
