Add upper bounds to file types downloaded from untrusted archives as to limit resource utilization

There should be (hardcoded/configurable) maximum sizes for each of the file types that exist in history archives and code should use those upper bounds to limit the amount of work and disk utilization.

Note that this applies to both raw and decompressed payloads
