docs: address review on Public Dashboards page

Standardize dashboard names to the platform's real title or the Stellar on <platform> pattern, rewrite each description to say who it is for and how it differs, drop the refresh cadence note and the in-page contribution section, reword the providers page pointer, and add Dashboards to the Data dropdown between Hubble and Providers.
