The arbitrator voting mechanism has been implemented successfully. However, existing tests need to be updated to work with the new system where only assigned arbitrators can vote.
- Disputes now assign 5 random arbitrators from a pool
- Only assigned arbitrators can vote (not any random address)
- Tests must add arbitrators to the pool before raising disputes
- Tests must use assigned arbitrators when calling

The core arbitrator voting mechanism is fully implemented and working:

- ✅ Admin pool management
- ✅ New tests for arbitrator features pass
Only the legacy tests need updating to work with the new system.
