[BUG] Do notifications currently work?

Are notifications currently possible in 1.6.0? I am deploying it via compose rather then CA so I realize this might be different then the typical usecase. I see that the compose has a notifications section that is not available in the CA install option.

Do email notifications currently work? I uncommented the "- EMAIL_NOTIFICATIONS" EV and added an address but there currently isnt a way to set up SMTP.

I need to wire the email notifications up. I have it half started as of right now. I can likely have it ready by then end of the week or early next week.
