Problem: users have requested a GUI for synchronizing traces to a specific event (dwell in a particular state). Currently this has to be done in a custom script or is constrained to a particular workflow (rtdgui).
Proposed solution: UI for post-synchronization or embed in batchKinetics. Parameters are state number, minimum dwell (frames).
