Pre-cached claims should be its own cache/database

Claims cached on the write side (i.e. through Publish or Cache operations, as opposed to Find) should be stored in a seperate database or cache, given that they are no-expiry, and this can fail if the cache is full.

This is an implementation of storacha/RFC#58
