Allow Root Publishing Manager to be configurable

Permit user selection of the PollInterval and MaxBatchSize parameters. Pay attention to validation of MaxBatchSize and constraints on messages sizes in the Filecoin chain

@frrist I’ve gone through the codebase, and I understand the current behavior and the motivation behind making the Root Publishing Manager configurable.

I’m currently working on a fix to make PollInterval and MaxBatchSize configurable via the existing config system, including proper validation to avoid Filecoin message size constraints.

I’ll follow up with a PR once it’s ready. Feedback is very welcome if there are any preferences around defaults or validation limits.
