Clean up claims in content-claims service

Once a new location/claim is published with the new space information field, we need to remove the old location/claim from the Content Claim Service.

This is challenging because we don't have a way to remove old claims - need to figure out how to do that.

Need to do this because we have many code paths that check for this that we'd like to simplify.

1. Figure out when we run the migration whether it's possible to do this properly to make it put stuff in the right place in the first place
2. Hannah and Felipe are going to try to figure out how to do this correctly.

@travis I've removed the parent issue of this one because, in the Legacy Space Migration script, we don't publish location claims to the claims service anymore. We publish it directly to the Indexer and IPNI Queue.

There is no cleanup to do in the migration process. However, in the future, we may want to clean up old claims that were persisted before the indexer and IPNI flow - so we can leave this ticket open to tackle it in another migration/clean-up phase.
