Operator grouping (enables horizontal scaling)

An operator may wish to add multiple nodes to the network (horizontal scaling), however the system also wants to ensure uploads and replicas do not all end up with the same operator.

Add a column to the storage provider table that allows a group to be specified. Storage providers in the same group should be considered as a single entity when selecting node(s) to store data.

We SHOULD document the function for creating a grouping identity in an RFC.
