Remove peer dependency on React

Describe the bug

There was an issue: #246 where react as a peer dependency was flag and it was closed because was merged #253 but there was an issue and that PR was reverted, can this be taken a look again ? Example I use vue only in my project and react is being marked as a peer dependency

How to reproduce the bug?

1. Use yarn 4.13.0 and install storybook 10 with @storybook/addon-designs
2. Yarn will report that you are missing a peer dependency on react

Expected behaviour

React is not necessary to use this plugin
