s0artcl: title and section headers are sized equally with `12pt` option

The title should always be bigger than sections, but I still don't understand why \Huge is the same size as \Large with 12pt. At least \Large with 11pt is smaller than \Large with 12pt, so this is consistent, but \Huge is the same size with both options.

Maybe we have reached some size limit and need to calculate the sizes ourselves relative to the document font, using \fontsize{}?
