Already Processed Error When Creating a Stake Pool on Devnet

When attempting to create a stake pool on devnet, the transaction fails and I get this error

Simulation failed. Message: failed to simulate transaction: AlreadyProcessed. Logs: []. Catch the SendTransactionErrorand callgetLogs() on it for full details. Error ID: 99f884f99eab42bfac931d96e14df2c9

This happens on first attempt and the test token is deducted from my wallet, but the stake pool is not created

Network: Devnet
Enviroment: Streamflow App
Wallet: Solflare

Additional Information:
Attempting to resubmit the transaction does not resolve the issue.
After getting this error I'm not redirected from the confirmation page and i can keep trying repeatedly even though the balance has already been deducted
