Use case
When a roadway is tagged with
sidewalk=noorsidewalk:both=no, the app will show a quest that asks if pedestrians are allowed to use the roadway.In most cases, pedestrians can use any roadway as long as it's not an expressway or freeway (controlled-access highways).
In all cases where pedestrian traffic is forbidden, which isn't the norm, there would be a sign explicitly stating that prohibition.
When answering yes, the app tags the roadway with
foot=yes.This quest would be rather spammy for areas where there are no sidewalks
Proposed Solution
Being as a pedestrian traffic ban is not the norm, this quest should be disabled
