Enable validation of fully deleted service hours

Curretnly if we want to remove a location from YourPeer that has had hourts we cannot unless we delete the services that have hours.
Also, suspending a service, whether or not it has hours makes it visible on the frent end

We want to allow specialists to delete service hours and then click OK to validate that choice, which will retain all other service details but remove the location from the map if it's the only service with hours.
