The server should dynamically adjust the bandwidth limit per publisher depending on to-be-defined conditions, e.g. number of publishers.

This would allow using a high bandwidth if a few publishers are connected and lower the bandwidth in larger calls. If possible it should take into account if publishers are actually sending something or if they have "muted" themselves and are sending black video.
