Implement the ServiceImport traffic distribution and internal traffic policies fields

These were recently added by kubernetes-sigs/mcs-api#131. For conformance, we have to at least populate the new fields from the constituent services and handle conflicts. We'll have to investigate the feasibility and need to implement these policies in the CoreDNS plugin,
