Fix uptime robot notifications

Currently the format is: Monitor is UP: <service-name>, which is confusing, in part because we have a service called "monitor". Probably it should say something like: <service-name> is UP instead.

@gobengo Thanks for asking this. I almost included that question myself when I wrote the issue. Not sure why I didnt. Anyway, I have no idea :-P

Another related issue would be adding a wiki page for the uptime robot. That would also be a good first issue IMO.

@bennlich We have a group account for UptimeRobot as well as a webhook integration set up in RocketChat. I edited the script in the RocketChat admin for this hook which should do what you requested.

Leaving this open as UptimeRobot and our other RocketChat integrations could still stand to be documented on wiki!
