Enhacment- priority for first responders to prevent spam

First of all this is amazing thank you for doing this.
The first thing that comes to mind after testing this: how is the "frenzy of confusion" addressed if there's a disaster? Is there a way to highlight messages from the fire department for instance?
If many people are panicking, how would messages be structured if possible?
