Remove workflow definition datastream and related

As workflow definitions are now loaded from files by workflow service rather than retrieved from DOR.

I'll mention that Argo requires that the Workflow object themselves (but not necessarily definitions) are in the repository. So that it can say "Which workflow should we use when we register this object"
