Adjust tabs on ORCID dashboard for unauthorized users

Follow on from #5

• show correct unauthorized message on links with ?tab= param if access not allowed
• adjust styling of tabs so it matches the design when users are not authorized, see https://stanfordlib.slack.com/archives/C0227EGGBFB/p1762206012649639 for current designs in progress
• if the user clicks on a tab they are not currently authorized to view, the turbo response should render an error message where the dashboard would otherwise go(will be adjusted by alan later)
• check unauthorized messages so it only shows when necessary

Here are designs for the authorization different cases and messages.

• The warning alert is available in the component library. Per the "Notes" on that page, do not include ARIA role="alert".
• Since we are displaying an informative warning, in this pass of the implementation, we don't need to include the lock/Stanford icons in the tab labels. (These will take up horizontal space in the tab panel, and may be more confusing than helpful to users.)
