Build a new prod and QA environment for the web app

• Write an ops task to get a prod and qa VM that matches rialto-web-stage - https://github.com/sul-dlss/operations-tasks/issues/4244
• Follow the ops task and answer questions
• Add cap deploy environments for prod and qa into web app
• Add any values in vault needed for the new enviroments (e.g. tableau connected app configs)
• Add shared_configs branches for prod and qa
