--upgrade-with-expansion flag adds cards that have not been selected in the expansions list.

Original Title: Prosperity 1st Edition seems to be generating with Anvil

Anvil is a second edition card per https://wiki.dominionstrategy.com/index.php/Anvil

I tried searching for this but didn't see it anywhere, sorry if it's a dupe. See attached pdf example.

Nevermind, I had "Include upgrade cards with the expansion being upgraded" enabled (--upgrade-with-expansion), and I guess that's adding those extra cards. However, I wouldn't expect to see them if I didn't select them in the expansion list.

I did another quick search and still did not see this. It can probably be treated as a suggestion/enhancement rather than a bug.
