[Infrastructure] - Automatic cherry pick to stable PRs aren't triggering the usual CI checks

I just merged the first successful automatic cherry pick PR using our new GitHub action. However, the cherry pick PR didn't cause any of our usual PR checks/tests to run.

Figure out how to get our usual checks to run for automatic cherry pick PRs.

The problem is that GitHub doesn't want one workflow triggering another workflow.

There are some possible workarounds for this. We need to pick an acceptable one:
