[Infrastructure] - Add tags to test runners where relevant

Dart and Flutter support the concept of "tags" on tests. We should add these to our test runners where appropriate.

One place we definitely want them is per platform: "mac", "windows", "android", etc.

There may be other dimensions that make sense, too.
