Linter configuration for showing all errors in api file

Currently the lint command fails for each error and shows the latest error, so developers must fix api errors one by one.
It would be great if linter showed all errors for a given api file - it could be helpful to see the list of errors and to estimate fixes for existed project in order to use SurfGen in the future.
