Reverb and Delay still plays after stop button is pressed 2 times (it should kill the plugin)

Bug Description:
FX overrides a force stop signal (CTRL+H) and 2 stop presses in FL Studio.

Surge XT Version
Surge XT 1.3.4.f7b97c6

• Plugin Type: VST3
• Bitness: 64-bit

Reproduction Steps:
Steps to reproduce the behavior:

1. Load the "Call" preset.
2. Play a note.
3. Spam click on stop or spam Ctrl+H.
4. A pop can be heard but it continues to play after the pop.

Expected Behavior:
It should stop the plugin and reset immediately.

Hmmm, I wouldn't consider this a bug necessarily. This seems to vary in implementation per plugin. I randomly tried a bunch of various time-based effects I have and not all of them reset. It was more like half-half between those that did and those that didn't.
